In the final round at the beginning of last board (16), Russia was leading by just 1 - score being 98 against 97 of Israel.

In closed room 3NT made 11 tricks. In open room, Poplilov of Israel made a wonderful play of cashing Heart K thus limiting the opp to 3NTmade10. This got 1 imp to Israel and thus equaled Russia - This might have lead to playoff - a further 8 boards - pending one appeal. But now>No playoff.
